Draft Planning Proposal

PLANNING PROPOSAL: Amendment to Bourke Local Environmental Plan 2012

Bourke Shire Council has resolved to amend the Bourke Local Environmental Plan 2012 by introducing an Additional Permitted Use of centre-based childcare facility at 9A Gorrell Avenue Bourke, being part Lot 3, DP 1136910 to enable future expansion of an existing centre.

The land affected by the proposal is described as land within part Lot 3, DP 1136910, 9A Gorrell Avenue Bourke within the RE1 zone.  Council is the designated Local Plan-Making Authority for this proposal.

The planning proposal and associated documentation may be examined at Council’s Office, 29 Mitchell Street, Bourke, during normal business hours being 8:00am and 4.30pm Monday to Friday (excluding Public Holidays) or on our website at www.bourke.nsw.gov.au during the public exhibition period commencing Thursday 17 July 2025 and concluding on 4pm Friday 15 August 2025.

Any interested person may make written submission to Bourke Shire Council with respect to the Planning Proposal. Submissions should be addressed to The General Manager, Bourke Shire Council, PO Box 21 Bourke NSW 2840 or by email to bourkeshire@bourke.nsw.gov.au and must be received by Council on or before 4.00pm Friday 15 August 2025.

NSW Planning Portal

The NSW Government requires all NSW Councils to utilise the NSW Planning Portal for the lodgement of all development and certificate applications. The change to online planning and building applications will improve convenience and customer service in respect of land use planning services.

The NSW Planning Portal (Portal) is an online system that has been developed by the NSW Government, Department of Planning, Industry and Environment (DPIE) where community, industry and government can work together to better understand and meet their obligations under the Environmental Planning and Assessment Act 1979. The Portal aims to improve application determination times, increase the transparency of the planning system, and ensure greater accountability of all stakeholders.

From 1 July 2021 all development applications, complying development certificates, construction, occupation or subdivision certificates are required to be lodged via the Portal.  Council will no longer be able to accept paper applications over the counter or electronically, via email.
